WASHINGTON (Sept. 2023) - Buchanan secured a key victory for domestic freight rail coupler manufacturers in their efforts to combat dumped imports from Mexico. On Sept. 18, The U.S. Department of Commerce (Commerce) confirmed that the product was being dumped in the U.S. at unfairly low prices and announced final anti-dumping duties of nearly 50% for freight rail couplers from Mexico.

The U.S. International Trade Commission (USITC) is slated to make its final determination in October.

The USITC previously announced on June 15 its affirmative decision that the domestic industry is materially injured by reason of certain imports of freight rail couplers and parts thereof from China that Commerce previously determined are sold in the United States at less than fair value and subsidized by the Government of China.

Dan Pickard, shareholder and International Trade and National Security practice group leader, is lead counsel for the Freight Railcar Coupler Coalition. The Buchanan team also includes Milton Koch, Jacob Garten, Claire Webster, Amanda Wetzel, Mert Arkan and David Sessions.
