Philadelphia, PA, September 3, 2009 — On Thursday, September 17, 2009, Buchanan Ingersoll & Rooney Litigation shareholder Howard D. Scher will present to a group of 25 Chinese judges who are visiting the country as part of the 7th Annual Judicial Education Program (JEP). Scher's presentation, "The Federal Rules of Evidence," will take place at 9 a.m. at Buchanan's Philadelphia office, located at Two Liberty Place, 50 S. 16th Street, Suite 3200. Following the presentation, he will host a luncheon for the visiting delegates.

Since 2002, the JEP — presented by Temple University's Beasley School of Law in association with the National Judicial Training College of the Supreme People's Court — has brought high-ranking Chinese judges to the United States for a month-long course that focuses on an array of judicial matters, including due process, ethics, transparent decisions, etc.

About the Judicial Education Program

In March 2002, Temple University formed a partnership with the National Judicial Training College of the Supreme People's Court to operate a non-degree judicial education program.

The program generally consists of a three-month-long "Introduction to the U.S. Legal System" course at the National Judicial College, followed by a concentrated four-week program in the United States. While in the U.S., the judges attend classes through Temple, interact with peers and observe trials in a curriculum grounded in procedural norms and fairness, judicial ethics, and court administration. The judges visit a broad range of courts in the federal and state systems, prosecutor offices, government agencies, ethics departments and law firms.

To date, 198 highly-placed judges have attended this program. Participants are from geographically diverse parts of China, including many from lesser-developed Western regions.
