David is a skilled government relations professional and advocate with a rich background spanning the public, non-profit, and private sectors. A licensed attorney, David leverages his deep understanding of government to foster strategic relationships and navigate complex issues for his clients.
Prior to joining Buchanan, David served as the Vice President of External Affairs for Philadelphia Gas Works where he advocated for the natural gas utility and its value in the Greater Philadelphia market. He also has experience leading community and government affairs at the University of Sciences (now St. Joseph’s University). He successfully led initiatives that enhanced community engagement, secured legislative victories, and strengthened institutional reputation.
He started his career in government first as the Legislative Director for Councilwoman Fernandez and then, as Chief of Staff for Councilwoman Blondell Reynolds Brown where he was responsible for all legislative and policy efforts supporting the Councilwoman’s city-wide role.

Outside the Office
A lifelong resident of Philadelphia, David currently resides in the Northern Liberties section of the City. When not vigorously representing clients, you can often find him at one of the newest restaurants on the scene as he takes great pride in his restaurant recommendations.

- Navigated successful enactment of all Philadelphia Gas Works bills during his tenure at PGW.
- Secured multiple grants for approximately $2million dollars on behalf of the University of the Sciences (USciences) for community and construction projects.
- Led USciences through the Zoning Board and City Council approval process towards construction of a six story mixed use structure.
- Drafted and guided the passage of Philadelphia City Council legislative initiatives, including: A $60M Fund for Children; the easing of red tape and fees for small and startup businesses; menu labeling; creation of the Youth Commission and the merger of Fairmount Park and the Department of Recreation.
