NEW YORK – October 22, 2015 – Buchanan Ingersoll & Rooney announced today the hiring of Robert M. Drillings as Of Counsel to its Public Finance Practice Group in New York.

Drillings represents issuers of tax-exempt and taxable municipal bonds as bond counsel, disclosure counsel and special counsel. He also works with conduit borrowers, including developers of affordable and mixed-income housing, underwriters, placement agents and indenture trustees in tax-exempt and taxable municipal bond issuances. In addition, Drillings represents banks in connection with their direct purchases of municipal obligations and advises participants in public-private partnerships.

Prior to joining the firm, Drillings was partner at two nationally-known corporate and financial services law firms and also served as general counsel and senior vice president of the New York State Housing Finance Agency and State of New York Mortgage Agency, both entities involved principally in the financing of affordable and mixed-income housing and community development.

He also served as general counsel to the Tobacco Settlement Financing Corporation (TSFC) and was principal issuer’s lawyer for each of their deals. He was also general counsel to the U.S. public finance group and the global infrastructure group of a triple-A rated bond insurer and was vice president of another bond insurer.

Drillings will be a member of the firm’s Public Finance Practice Group, which is known as a national leader in this area. From public schools, universities and hospitals to stadiums, airports, bridges and water authority projects, the Public Finance Group at Buchanan represents not only issuers of all sizes, but also financial institutions and underwriters who support the projects. Buchanan has served as bond counsel, underwriter's counsel, letter of credit counsel, borrower's counsel, issuer's counsel and trustee's counsel in hundreds of transactions. The addition of Drillings only serves to strengthen the firm’s commitment to this essential practice.

He earned his law degree from Syracuse University College of Law and his bachelor’s degree from Brooklyn College.
