The scandal was the perfect storm of deregulation, regulatory imperfections in compliance exams, and tens of thousands of individuals and organizations apparently not really wanting to know how Madoff pulled off consistent returns, regardless of the broader market conditions, said Mark A. Kornfeld, a shareholder with Buchanan Ingersoll & Rooney PC.

Kornfeld remembers the time he paid a visit to Madoff in prison, when the attorney worked as part of a team seeking to recover money for the victims, an effort that has recovered over $13 billion.

"I found Mr. Madoff to be a weird stew made up of narcissistic, delusion[al], egotistical, sociopathic and, yes, at times, remorseful ingredients," Kornfeld said.
