How Mark Helps Clients
Mark Kruse uses his extensive government and subject matter expertise to assist clients in navigating the regulatory, policy and legislative processes in Florida. He is especially focused on issues pertaining to affordable housing, economic development/tourism, emergency management, transportation, elections, cabinet affairs, as well as incentives/regulatory assistance for companies, international or domestic, looking to expand in or move to Florida.
Mark is a Florida attorney who also has the distinction to be appointed as an International Civil-law Notary, one of less than 200 in Florida, which enables him to provide services for Florida clients who may reside in or do business with notarial jurisdictions in other countries. Mark assisted with the development and implementation of the Civil-law Notary program. He was also appointed by Governor DeSantis to two Financial Impact Estimating Conferences, to the State Emergency Response Commission, and to the Legislature’s Affordable Housing Workgroup.
Prior to joining Buchanan, Mark served as policy coordinator in Governor DeSantis’s Office of Policy and Budget, Transportation and Economic Development Unit as well as several positions in former Governor Rick Scott’s administration. In addition to his time in the Executive Branch, Mark served on staff in various capacities in the Florida House of Representatives in committees with jurisdiction over transportation, economic development, local government, and civil justice and on staff in the Florida Senate in the Senate Commerce Committee. Lastly, Mark has extensive private sector small business experience due to his time as Assistant General Counsel/ Director of Loan Closing to Florida First Capital Finance Corp. and several years in private practice. As a result of his robust experience, Mark is able to provide his clients with a unique set of skills and perspective on how best to approach their issues with the legislative branch and state agencies.

What Clients Can Expect
Mark approaches his clients’ needs as his own. He uses his legislative and policy experience to craft customized strategies and develops a roadmap for each issue. He is responsive and ensures his clients’ goals are met in a timely manner, especially when managing a crisis.
Outside the Office
Mark has been married for over 18 years and has one son. He enjoys spending time with his family especially at the beach, the mountains, and theme parks. Mark and his family attend East Hill Baptist Church in Tallahassee where he serves as a deacon. He is scuba certified and can swing a golf club. Mark is particularly pleased that he attained the rank of Eagle Scout and hopes to share those kind of experiences with his son.
- Assisted with legislative passage of the Job Growth Grant Fund.
- Assisted with reestablishing the State Protocol Officer in the FL Dept. of State to reenergize relationships with the International Consular Corp.
- On behalf of the Governor’s Office, positioned in Bay County, FL for three weeks in the immediate aftermath of Hurricane Michael and assisted the County and Local Governments with recovery efforts.
