How Joe Helps Clients
Joe brings more than a decade of Pennsylvania state government and nearly five years of government relations experience to his work and helping clients achieve legislative goals. In his capacity as a former campaign director, assistant to the Attorney General and Deputy Secretary of Legislative Affairs for former Governor Tom Corbett, Joe has a deep understanding of the legislative process as well the necessary strategy to bring legislation over the finish line.
During his time in the Governor’s office, Joe helped to develop and advance the legislative agenda for eleven agencies, boards and commissions. In his capacity as a government relations professional, he represents clients across a variety of industries, including technology, transportation, public funding, education, law enforcement, conservation, energy and agriculture.
Joe is skilled at building coalitions, shaping legislation and identifying clients’ strengths to help them achieve their business objectives. He also has experience in developing procurement strategies for clients at state and local government levels.

The key to effective lobbying requires much more than simply relying on quality relationships. It also involves developing a strategy that harnesses grassroots and grasstops, deploys effective messaging and considers timing and approach. The strategy must be dynamic, not modular.
Outside the Office
When not advocating for clients before policymakers, Joe enjoys spending time with his family whom also reside in the Pittsburgh area. He also finds time to exercise, ski, fish, shoot sporting clays and read for pleasure.
- Established a multi-million dollar annual tax refund program through the tax code.
- Secured a $3 million Redevelopment Assistance Grant for a university to establish a laboratory.
- Negotiated the expansion of historically restricted policies with the Department of Conservation and Natural Resources.
- Developed new liquor code regulations to create an opportunity for a client to expand their business.
- Awarded $7 million contract through the Department of General Services.
