John Stokes serves as bond, disclosure and underwriter’s counsel for cities, counties, school districts, special districts, healthcare providers and numerous authorities in matters of tax-exempt financing. He represents issuers, lenders, borrowers, trustees and underwriters.
His representation includes financing for city and county utility systems, public and private water and sewer facilities, school district general obligation bonds, Certificates of Participation, TANS, sales tax bonds and other lease-purchase financings, special assessment district financings, transportation facilities, public and nonprofit healthcare and senior housing facilities, and nonprofit private education facilities.

Outside the Office
When John is not working his greatest passion is traveling, even if it is just a weekend away somewhere in Florida (can you say Orlando, Sarasota, Naples, Key Biscayne or Key West?). He also enjoys fishing, mainly inshore, but sometimes blue water, visiting with family and friends and is an avid reader consuming at least one book a week (sometimes more interesting than bond documents!). He has a son in college in Manhattan specializing in the performing arts and loves to travel to NY to visit and watch him perform. He gave up golf several years ago because it just seemed to take too much time away from other passions.
- Significant role in the structuring of Florida Pooled Loan Programs for hospitals, cities, and independent colleges and universities.
- One of the primary attorneys in Florida providing finance-related services to school districts. Principal architect in structuring master lease-purchase programs for Florida school districts. Involved in the seminal Florida Supreme Court cases of State of Florida v. Brevard County, Florida and State of Florida v. School Board of Sarasota County, Florida approving master lease-purchase programs and worked with the FSBA in connection with the filing of an amicus brief in Strand v. Escambia County, Florida.
- Extensive healthcare experience including providing bond counsel services to Shands Healthcare System, Health First Healthcare System, Southeast Volusia Hospital District, North Broward Hospital District, Naples Community Health System and West Orange Healthcare District; as well as disclosure counsel services to Sarasota Memorial Health Systems and Munroe Regional Hospital and underwriter counsel services in connection with issues for BayCare Health System, All Children’s Hospital, Inc., Flagler Hospital and Baptist Health System.
- Experience providing bond and underwriter’s counsel services in connection with the financing of senior care facilities within Florida, Georgia, Texas, South Carolina, Minnesota and Tennessee.
