Andrea E. Zelman, Team Leader of the Florida Land Use Practice, concentrates her practice in land use and environmental law, including zoning matters, Developments of Regional Impact, comprehensive land use plans, Development Agreements, annexations, transportation issues, the Bert J. Harris Act, the drafting of land development regulations and land use litigation. She regularly appears before local governments in order to obtain zoning and other development approvals for her clients. She has represented developers of projects of various sizes - including large mixed use communities, urban infill developments, hospital expansions, office complexes, shopping centers and apartment buildings.
Her experience in environmental law includes matters involving CERCLA, RCRA, Brownfield redevelopment, wetland mitigation, environmental litigation and representation before local, state and federal agencies.
In 2017, Andrea was appointed by Mayor Buckhorn to the City of Tampa Charter Review Commission.
In 2018, Andrea was honored as "Best Attorney" at the NAIOP Best of the Best Awards.
Andrea received an AV® preeminent rating from Martindale Hubbell. She has been repeatedly selected by her peers for inclusion in The Best Lawyers in America® list and was recognized as the 2018, 2016 and 2014 Tampa “Litigation - Land Use and Zoning” Lawyer of the Year. In 2019, she was named among Florida Trend's Florida Legal Elite.
