Shawn N. Gallagher represents both private and public clients on a variety of matters, with particular emphasis on land use, zoning, energy, environmental and land development matters.

"Who's Who in Energy" list, a compilation of southwestern Pennsylvania-based key players in the energy industry. He has been selected for inclusion in the Pennsylvania Super Lawyers Rising Stars list (2008, 2010, 2012 and 2013) and has since been included in Pennsylvania Super Lawyers list. He has also been selected for inclusion in The Best Lawyers in America®
list in the guide book's Real Estate Law category.
Shawn has had significant experience representing private and public clients with respect to local and state permitting, approvals and compliance matters; administrative and municipal issues; and land use, zoning and environmental-related litigation.
He has served as a solicitor for several townships, boroughs, municipal authorities and zoning hearing boards, and he also has served as special counsel to several municipal entities with respect to environmental and land use matters.
Shawn also has significant appellate court experience before the Pennsylvania Supreme, Commonwealth and Superior Courts.
- Litigated the first six – and only – actions utilizing the Commonwealth Court’s original jurisdiction under Section 3306 of Act 13 of 2012.
- Obtained first decision and multiple orders for injunctive relief from municipal regulation in lawsuits utilizing the Commonwealth Court’s original jurisdiction under Section 3306 of Act 13 of 2012.
- Represented E&P companies with respect to zoning and related approvals for more than 150 Marcellus wells, water impoundments, water withdrawal locations and related facilities and activities in Central and Western Pennsylvania.
- Acted as Pennsylvania counsel for midstream companies with respect to zoning, land development, building code and other miscellaneous permits and approvals for natural gas gathering system and midstream facilities throughout Pennsylvania.
