David J. Fernandez, shareholder in Buchanan Ingersoll & Rooney’s Public Finance Section, was recently quoted in a Law360 article about the issue of whether funds from New York’s Clean Water State Revolving Fund can be used to pay for a new Tappan Zee bridge. The U.S. Environmental Protection Agency and other environmental groups claim the funds can only be used to protect the environment.

"This is not a black-and-white issue," says Fernandez. "Legislators are notorious for writing language that you can drive a subway train through."
