Appropriations and Other Federal Funding: Overview

Buchanan's Federal Government Relations team has experience working with both large and small organizations to  assist in meeting legislative and appropriations objectives. Ranging from small nonprofits to multibillion-dollar companies, clients have benefited from our experience in guiding them through the complex congressional system.  

During the 108th and 109th Congress, our appropriations team was successful in securing continued and increased funding for the National Center of Genome Resources for research on a variety of projects including research to isolate the gene or genes causing schizophrenia. We have also secured funding for a variety of Native American tribes, municipal and local governments and a major national defense contractor whose artillery firing system had been targeted for elimination by the Department of Defense.

While our Government Relations team has an impressive track record for getting appropriations requests funded, we don't stop there. Recognizing that earmarks and appropriations plus-ups are becoming a more challenging endeavor, our experienced team develops innovative funding strategies to finance particular projects through other sources, including competitive grants such as the Small Business Innovation Research (SBIR) Program and the Small Business Technology Transfer (STTR) Program.

The following are examples of how our team has effectively achieved funding for clients by navigating the appropriate legislative channels:

  • We secured more than $3.5 million in defense funding for company modernization on behalf of a Pennsylvania-based group of steel making and forging companies. In addition, we helped obtain $2.4 million in economic price adjustments for several of their existing government contracts. As a result of our success, the firm now does state government relations work for the company, resulting in millions of dollars in Pennsylvania economic development grants and loans. Buchanan is now this client's "go-to" law firm for litigation and other legal services as well.
  • Buchanan professionals led the effort to pass freestanding legislation in Congress to create the National Institute for Biomedical Imaging and Bioengineering (NIBIB). After we created NIBIB, we were responsible for increasing NIBIB's initial $75 million budget with funds transferred from institutes and centers of the National Institutes of Health (NIH). This involved complex communication efforts, which ultimately led to NIBIB securing yearly increments from the Senate Appropriations Committee that exceeded the percentage increases received by most other NIH institutes and centers.
  • We secured, through military research and development accounts, $1.4 million for INRange to develop a telehealth robotic medication delivery management system to benefit combat victims primarily with traumatic brain injuries. The technology could be applied to other injuries both in the military and for general public use.
  • We secured approximately $10 million for Progeny Systems, a defense contractor that develops low-cost software enhancements for naval battleships. The funding comprises earmarks received by the company from several different members of Congress for different projects that each are housed in different states.
  • As a result of our efforts, the Children's Institute was awarded $200,000 in the Senate Labor-HHS-Education Appropriations bill for fiscal 2009 for the institute's so-called "clean room" to treat autistic children for whom other treatments did not prove effective.
