Harrisburg, Philadelphia and Pittsburgh – January 6, 2014 – Buchanan Ingersoll & Rooney PC announced today that Karen Oill Moury, former director of regulatory operations of the Pennsylvania Public Utility Commission, has joined the firm in Harrisburg. She will be Of Counsel in the firm’s Energy Section. Moury has more than 30 years of state government experience and has spent the past 16 years in executive and management positions with the Commission.

Kim Pizzingrilli, who co-chairs Buchanan’s Power Generation, Renewable & Utility (Power Gen) practice within the Energy Section and served as the Pennsylvania Public Utility Commissioner before joining the firm in 2010, said "I’ve worked with Karen for many years at the PUC and continued to work with her from the client perspective when I joined Buchanan, so she’ll be a great addition to the Buchanan team."

Alan Seltzer, who co-chairs the firm’s Power Gen practice with Pizzingrilli, added, “Karen’s regulatory and legal background will be a huge asset to our clients.”

Buchanan’s Energy Section comprises more than 80 lawyers and government relations professionals within niche practices that include Oil & Gas, Coal, Environmental and Power Generation, Renewable & Utility.

Moury most recently served as director of regulatory operations for the PUC, responsible for overseeing the day-to-day operation and administration of seven bureaus (comprised of over 400 employees). She played a key role in the implementation of Commission initiatives and new legislative mandates, and she coordinated a variety of internal multi-bureau projects aimed at ensuring that all policy, technical and legal perspectives were considered in the formulation of policy recommendations to offer to the Commission. Specifically, Moury led the Office of Competitive Markets Oversight (OCMO), which is a collaboration of professionals who handle the legal, technical and policy issues related to energy suppliers and consumers.

Moury received her J.D. from the Dickinson School of Law and her B.A. in political science from Thiel College. She was a participant on behalf of the Commission in numerous international delegations, including visits to Brazil, Estonia, Slovakia and Zambia, to provide presentations about the regulation of public utilities. Moury is a frequent lecturer at the Pennsylvania Bar Institute and industry associations throughout the country on a host of topics ranging from the Commission’s role in regulating public utilities, protecting consumers, transitioning from regulated markets to a competitive environment to overseeing the implementation of the Unconventional Natural Gas Well Impact Fee Act (Act 13). She has also served as a liaison to other state agencies, including Department of Environmental Protection, Department of Community and Economic Development, and Office of Attorney General, to fulfill duties where there is overlapping jurisdiction.
