Harrisburg, Pa. – May 18, 2015 – Kenneth J. Serafin, former chief counsel to the Commonwealth of Pennsylvania’s Department of Human Services, has joined Buchanan Ingersoll & Rooney’s Health Care and Government Relations Practices as counsel.

With more than 15 years of experience in health care law, legislation and policy, Serafin will focus his practice on providing legal counsel on health care issues, including Medicaid, long term care, reimbursement, licensing, procurement and regulatory and legislative matters.

“Ken’s knowledge of complex health care law makes him an essential asset to our current market leadership in the industry,” said Jonathan Vipond, shareholder and co-chair of the firm’s Health Care Section. “As former chief counsel for a state executive agency with more than 16,000 employees and a total budget exceeding $31 billion, Ken’s experience will further advance the firm’s capability to advise and represent new and existing health care clients.”

Before joining Buchanan, Serafin was a member of the majority professional staff on the Health Subcommittee of the U.S. House of Representatives, Committee on Ways and Means. His areas of responsibility included the Medicare Part A hospital benefit, fraud and abuse, health insurance and health care quality improvement.

He also served as Workforce Policy Counsel and professional staff for the U.S. House of Representatives, Committee on Education and the Workforce in Washington, D.C., where he developed legislation on issues including employee health and pension benefits, the Patient Protection and Affordable Care Act, employment law and labor relations.

He earned his B.A. in International Politics from The Pennsylvania State University, and his law degree from Penn State’s Dickinson School of Law.
