Carol Longwell represents physicians, other health practitioners and health care facilities, including hospitals, ambulatory surgery centers and long-term care facilities, in administrative and regulatory matters, including facility licensing, investigations and adverse actions by state and federal agencies, as well as professional credentialing.

She assists health care facilities and physicians in developing and implementing business strategies, including mergers, acquisitions, affiliations and the development of multi-hospital systems. She also advises on regulatory implications of proposed activities and has successfully navigated the state and federal regulatory requirements to complete numerous transactions.

Carol also represents health care facilities and providers in litigation before state and federal administrative tribunals, the PA Commonwealth Court and the PA Supreme Court, as well as before state and federal agencies and licensing bodies in licensure and enforcement actions, investigations, disciplinary actions before state licensing boards and in disputes with insurance companies. Currently, she is representing hospitals and health care systems in litigating on behalf of MA providers DPW's recoupment of alleged overpayments.

Carol has also worked in the areas of election law and litigation and on other enforcement and general litigation matters in courts, as well as before government agencies.

Carol has been a speaker on various issues, including HIPAA, government and insurance company investigations of providers and Pennsylvania's Patient Safety Act. She is a former Assistant Counsel to the Pennsylvania Department of Health from 1982 through 1990. While there, she represented the department in litigation before administrative hearing boards and in court and provided ongoing advice regarding a wide range of regulatory issues.
