HARRISBURG, Pa. – January 10, 2017 – As the Pennsylvania state legislature begins a new session, Stephen M. DeFrank, a 23-year veteran of state government, joins the Buchanan Ingersoll & Rooney state government relations practice in Harrisburg as senior advisor. He most recently served as chief of staff for Senator Lisa M. Boscola. In addition to serving as Boscola's chief of staff, DeFrank has served as the policy director for the Senate Democratic Caucus and Democratic executive director of the Consumer Protection and Professional Licensure Committee.

In his 23 years in state government, DeFrank has served in several roles in the state Senate, primarily with Senate leadership. In those positions, he helped develop many policy initiatives that have become law, including proposals to authorize the operation of Transportation Network Companies; modernize the Pennsylvania Public Utility Code relating to energy, water, wastewater and telecommunications issues; establish City Revitalization and Improvement Zones in the Commonwealth; and legalize table games at Pennsylvania's casinos. DeFrank also served as legislative liaison at the Pennsylvania Gaming Control Board.

"Steve's 20-plus years of experience in shaping policy and crafting legislation make him a valuable addition to our Harrisburg team. He brings a breadth of knowledge on issues important to our clients as well as solid relationships in the General Assembly to Buchanan’s government relations practice," said Leslie Gromis Baker, co-chair and managing director of Buchanan's state and federal government relations group.

"After spending my entire career in state government, I am looking forward to this new professional endeavor. I am eager to join Buchanan's top-notch team and excited to use my skills and experience to assist Buchanan's clients in meeting their changing needs," added DeFrank.
