PITTSBURGH – March 1, 2017 – Buchanan Ingersoll & Rooney announces that Thomas J. Madigan joins the firm as a shareholder and chair of the firm’s construction practice group. Madigan was previously a partner at Pepper Hamilton, where he was a member of the construction and government contracts practice group. In his new role at Buchanan, Madigan is responsible for expanding the multi-disciplinary, full-service group which includes core practices related to the construction industry, including corporate transactional, finance, labor, government relations and real estate. He will focus on the Pennsylvania and Florida markets.

“We are fortunate to welcome someone with Tom’s deep expertise in construction-related litigation. Given the breadth of changes that are on the horizon within the industry, we will be well positioned to efficiently serve clients across various stages of construction projects,” noted Gretchen L. Jankowski, co-chair of the firm’s litigation section.

“Tom brings with him a significant track record of successes from negotiating and drafting of construction agreements to litigating multi-million dollar disputes and is a great fit within the section and the firm,” added Peter S. Russ, the head of the firm's Pittsburgh office and the financial services litigation team.

Madigan has more than 30 years of experience and represents general contractors, construction managers, engineers, owners and manufacturers and suppliers of systems, products and materials utilized in construction. He is experienced in all aspects of construction law from the negotiation of contracts to project counseling and the prosecution and defense of claims. He has extensive knowledge of all types of project delivery systems, including traditional design-bid-build, design-build, EPC, DBOM, and public-private partnerships. He has litigated construction and design defect claims, delay and disruption claims and payment claims arising from public and private projects in jurisdictions across the United States. Madigan holds a B.A. in Economics and Political Science from Bucknell University, M.A. from the University of Pittsburgh Graduate School of Public and International Affairs and a J.D. from the University of Pittsburgh School of Law.

“The opportunity to join Buchanan and lead the construction practice group is an exciting, new challenge for me,” said Madigan. “The firm has such an impressive collection of lawyers across practice areas that all dovetail perfectly to the needs of the construction industry, which is especially valuable given the regulatory changes and investment in infrastructure plans of the Trump Administration.”
